📢 Important Qiwa Update

Saudi Arabia’s Qiwa platform has clarified new rules regarding employment contracts for Saudi employees and their calculation under the Nitaqat (Saudization) program.

🔹 Maximum 5 contracts in 52 weeks
For a Saudi employee to continue being counted as one Saudi employee in Nitaqat, the employee’s contracts during the previous 52 weeks must not exceed 5 contracts.

🔹 Contracts must be documented on Qiwa
The employment contract must be valid and electronically registered through Qiwa to be counted for Nitaqat.

🔹 Minimum salary requirement
The employee’s registered salary must be at least SAR 4,000 for Nitaqat counting.

🔹 Maximum 2 active contracts at the same time
A Saudi employee can be bound by a maximum of two employment contracts simultaneously. If the employee already has two active contracts, one must be terminated before entering into another contract.

⚠️ Important:
The 5-contract limit and the 2-simultaneous-contract limit are different rules. The five-contract rule concerns Nitaqat counting over the preceding 52 weeks, while the two-contract rule concerns contracts held simultaneously.

The Ministry of Human Resources has also confirmed that electronically documented employment contracts through Qiwa are linked to the Nitaqat calculation methodology, effective 15 April 2026.
