How to Change a Private Driving License to a Public or Bus Driving License in Saudi Arabia

If you are an expatriate living in Saudi Arabia and already hold a private driving license, you may wonder whether you can obtain a Public or Bus Driving License and what requirements apply to your Iqama profession.

The important point is that having a private driving license does not automatically qualify you to drive buses or work as a professional driver. The license category, Iqama/work-permit profession, and other requirements must be compatible with the type of driving you intend to do.

1. Can a Private Driving License Be Changed to a Public/Bus License?

A private driving license is different from a public or professional driving license.

If you want to drive a bus or work as a professional bus driver, you generally need to apply for the appropriate driving category and complete the requirements set by the Saudi Traffic authorities and, where applicable, the Transport General Authority.

The official Absher Traffic service allows citizens and residents to book driving training appointments at authorized driving schools and complete the required training and tests before obtaining a driving license.

Depending on the license category, the applicant may need:

  • Valid Iqama
  • Existing driving license, if applicable
  • Medical examination
  • Registration with an authorized driving school
  • Required theoretical and practical training
  • Passing the required tests
  • Payment of applicable fees
  • Compliance with the requirements for the requested license category

The official expatriate services guide states that residents can obtain a driving license after completing the required procedures, training and tests, subject to the applicable requirements.

2. Which Iqama Professions Can Be Suitable?

For expatriates, the profession recorded on the work permit/Iqama is an important factor.

Saudi Labor Law Article 38 states that an employer cannot employ a worker in a profession different from the profession stated on the worker’s permit, unless the required legal procedures for changing the profession have been completed.

For professional driving, professions related to driving and transportation may be relevant, depending on the exact license category and the requirements of the competent authority.

Examples can include professions such as:

  • General Driver
  • Public Driver
  • Bus Driver
  • Transport Driver
  • Heavy Vehicle Driver

However, this should not be treated as a complete official list of eligible professions. The exact profession and license category must be checked against the current Traffic requirements.

3. Which Iqama Professions May Not Qualify Automatically?

If your Iqama profession is a non-driving occupation, having a private driving license does not automatically give you eligibility for a public or bus driving license.

Examples of non-driving professions include:

  • Accountant
  • Plumber
  • Electrician
  • Engineer
  • Technician
  • Sales Representative
  • Marketing Employee
  • Office/Administrative Employee
  • Hotel or Restaurant Staff
  • Other non-driving occupations

These examples should be understood as professions that may not automatically satisfy the professional-driving requirement, rather than a definitive government blacklist.

The Saudi Traffic requirements for certain driving categories specify that the applicant’s profession must be among the professions authorized to drive that category. Therefore, the exact profession should be verified with the relevant Traffic authority before applying.

4. What If Your Current Profession Is Not Suitable?

If your current Iqama profession does not match the work you intend to perform, your employer may be able to request a profession change through Qiwa, provided the applicable conditions are satisfied.

The Ministry of Human Resources and Social Development’s profession-change service allows establishments to apply electronically to change an expatriate employee’s profession so that it matches the work being performed and the Saudi Unified Occupational Classification. The service is provided through Qiwa.

Some of the listed conditions include:

  • The establishment must meet the applicable requirements.
  • The establishment’s licenses must be valid.
  • The establishment must be within the required Nitaqat range.
  • The new profession must not be restricted to Saudi nationals.
  • The worker must meet the applicable status requirements.
  • The worker must not have a final exit visa.

The Ministry states that this profession-change service is provided electronically and is free of service fees.

5. Important Difference: Driving License vs. Iqama Profession

One of the most common misunderstandings is thinking that a private driving license automatically allows someone to work as a professional driver.

These are two different matters:

Driving License:
Allows you to legally drive the vehicle category specified on your license.

Iqama/Work Permit Profession:
Defines the profession under which an expatriate is authorized to work.

Saudi Labor Law requires the worker’s employment to comply with the profession recorded on the work permit unless the legal profession-change procedures have been completed.

Therefore, someone may hold a valid private driving license but still need to meet additional requirements before legally working as a bus or professional driver.

6. Additional Requirements for Bus Drivers

For certain public bus transportation activities, there can be requirements beyond simply holding the appropriate driving license.

Saudi regulations for licensed public bus transportation within cities state that a driver working for a licensed carrier must have a valid public driving license in accordance with the Traffic Law and its implementing regulations. The regulations also specify requirements such as a clean criminal record certificate, an approved first-aid course, and the required medical examination. A driver card is also required for drivers working in the regulated activity.

This means that becoming a professional bus driver can involve both driving-license requirements and transport-sector requirements.

Final Checklist

Before applying for a Public/Bus Driving License, check the following:

✅ Your Iqama is valid
✅ Your work-permit profession is compatible with the intended driving category
✅ You meet the Traffic requirements for the requested license
✅ You complete the required medical examination
✅ You complete the required driving training
✅ You pass the required tests
✅ You pay the applicable fees
✅ If working for a transport company, you meet the applicable transport-sector requirements

Conclusion

Having a private driving license is a useful starting point, but it does not automatically convert into a Public or Bus Driving License.

For expatriates, the Iqama/work-permit profession is also important. If your current profession is unrelated to driving, you may need a legal profession change through your employer and Qiwa before undertaking professional driving work, subject to the applicable rules.

Always verify the current license category, authorized profession and transport requirements with the Saudi Traffic authorities and the relevant government authority before making an application, because requirements can differ according to the type of vehicle and activity.
